Organisations rarely fail for lack of strategy. They fail because complexity fragments them — strategy detaches from execution, knowledge isolates, technology detaches from people, and AI becomes a collection of tools rather than an organisational capability.
This index is built on nine domains rather than departments, because departments do not explain how an organisation creates value. Each domain carries one standing executive question that every enterprise must continuously answer.
Every question carries an impact weight and an effort rating. The index multiplies score by impact, so a broken fundamental drags harder than a missing nicety. Anything genuinely irrelevant is marked N/A and removed from the denominator. Priority is the weighted gap divided by effort — which is what produces the sequence on the Priorities tab.
